Deutsche Bahn does not really withhold European Sleeper connections in general, but they are difficult to find beneath a lot of nonsense connections with a lot of interchanges in the middle of the night and little comfort. ES is only kicked out if another connection is slightly faster with the same number of changes – and with ES stopping at Berlin Gesundbrunnen sometimes, one change is already calculated for getting there from main station.
