ATO Lima Metro Proposals

Summary:
The Lima Metro Line 1 upgrade includes minor civil engineering works as well as the purchase and reconfiguration of rolling stock to achieve a three-minute headway at peak times. Line 1 will eventually switched to full ATO operation to match the UTO GOA4 proposed for Line 2 where a 90 second (1½ minute) headway is required.

The scope includes: due diligence, assurance, testing, timeline management and integrated design. In response to unprecedented passenger demand the project includes the purchase of 39 additional cars and 20 new trains to build up the existing rolling stock fleet from 24 trains up to 44 – six car trainsets with full ATO capability.

This presentation analyses the technical and physical constraints taking a Rail Systems Engineering & Integration view where the proposed UTO GOA4 benefits and financing depend on the rail disciplines of Rolling Stock, Operations, Permanent Way, and Traction Power etc, preparing the infrastructure to provide a complete metro system capable of supporting ATO requirements UTO GOA4.

The presentation concludes discussing the role that Line 1 will have to play, within a 5 years timeframe, to support new demands given by its track layout, which will have six rail connections with other planned lines and serve the most densely populated districts in the city. In order to cope with such requirements, and taking into account the complexity and long lead times to deliver UTO GOA4 in existing commercial operations, the paper discusses the urgent need to start planning and implementation tasks straightaway.

Speaker biography:
Born in the UK and after attending a private School in Oxfordshire Julian Holmes went to the University of Kent at Canterbury where he completed an Electronic Engineering Degree. While a student he worked on the French Speaking side of the building of the Channel Tunnel for Spie-Batignolles at Frethun before being accepted in 1994 on graduation as a British Rail Board Management Trainee based in London specialising in Signalling and Telecoms. At the end of four year period in the privatised UK railway sector working for Signalling Control UK and after becoming a Chartered Engineer, Holmes was recruited by Halcrow Transmark later to become CH2M where he has worked as a consultant for over 18 years.

He has held an IRSE Principles Signallers Designers license and following the obtaining of an MBA from the Kingston Business School and an MSC In Rail Systems Engineering with distinction at Sheffield University Julian has provided Signalling & Train Control along with Multi-Disciplinary Rail Systems Engineering and Integration expertise on various Mainline, Mass Transit and Metro projects. These include CTRL Section 1 Folkestone St Pancras international Station and Kings Cross lands TVM 430 signalling, Temple Mills International Eurostar Depot, London Underground Sub Surface lines and TfL London Overground Capacity Improvement Programme for the provision of lengthened stations, new Rolling Stock, Signalling and Infrastructure for which he was Engineering Technical Director. He has been involved in worldwide projects and in the case of the LIMA Metro Line 1 has provided S&T assurance as part of a multidisciplinary CH2M team that is ensuring that LIMA metro obtains value for money during their design and construction phases, not least for Metro Line 1 prepare itself for the early benefits of ATO and the final provision in 5 years time of a proposed ATO UTO GOA4 system.
