HS2 Birmingham to Manchester is dead. Long live HS New Birmingham to Manchester. Civic leaders in the Midlands and North West of England are getting behind a study that resurrects the prospect of a new railway between the UK’s second and third largest cities. It will not be quite as quick, and not quite as flash, but most importantly, it will not be anything like as expensive. That cash-conscious approach is the one upon which the backers pin their hopes of acceptance.
